The Maryland SPCA, Baltimore Animal Rescue and Care Shelter, and the Bethesda-based national nonprofit Alley Cat Allies have teamed up to reduce the population of stray and feral cats in Baltimore. The coalition is developing community outreach and humane education programs, and will offer low-cost spay/neuter clinics for outdoor cats.
